2 cloves garlic, minced
2 tablespoons all-purpose flour
1 cup heavy cream
1/2 cup whole milk
1/2 cup grated Parmesan cheese, plus more for topping

Instructions
Melt the butter in a small saucepan over medium heat.
Add the minced garlic to the melted butter and cook for about 1 minute until fragrant. Do not let the garlic brown.
Whisk in the flour to create a roux. Cook, stirring constantly, for 1 minute.
Slowly whisk in the heavy cream and milk until the mixture is smooth.
